Regional Programme to Promote Household and Alternative Energies in the Sahel (PREDAS)

Mission

The Regional Programme for the Promotion of Household and Alternative Energies in the Sahel (PREDAS) is implemented by CILSS (Permanent Inter State Committee for Drought Control in the Sahel) and the Sahelian States, with the support of the European Union and the German Cooperation. The overall objective of PREDAS is to contribute to research for sustainable management of natural resources on one hand and to reduce poverty in the Sahel on the other. The specific objective of PREDAS is to create a framework for organised and sustainable management of household energy resources by ensuring the poorest populations have access to fuelwood supply and alternative energies at the least cost and in a sustainable manner. In order to reach these objectives PREDAS has been undertaking a certain number of activities whose main points are as follows : a) help the CILSS member States to conceive, adopt and implement their household energy strategies (SED); b) form a network of sahelian experts in household energy and develop a Household Energy Technology Information System (SITE); and c) help the CILSS member States develop and promote a monitoring system for the woody resources available in the wood / energy supply basins for the major towns in the Sahel.

Our Experience And Interest In The Four PCIA Central Focus Areas

Social/Cultural barriers to using traditional fuels and stoves:

PREDAS is an intergovernmental organisation. Projects supported by PREDAS are designed and implemented by local partners with extensive networks in the social field.


Market development for improved cooking technologies:

In our project, we try to ensure that conditions for marked development are gathered. However this is an area in which PREDAS doesn't have any direct project underway.


Technology standardization for cooking, heating and ventilation:

Labeling of household energy equipment (stoves using different types of fuels, kilns ) is a key component of PREDAS' activities. We are currently setting up a comprehensive database of household energy equipment in 9 Sahelian countries. This database will be availbable on our website.


Indoor air pollution exposure and health monitoring:

PREDAS as such is lacking experience in the field of exposure and health monitoring. Our aim in labeling work we are doing is to ensure that smoke emissions component will be included in our database for the stoves widely spread in Sahelian countries.

Our Contribution to the Partnership

Our organisation is in a unique position to provide comprehensive data and analysis on household energy in 9 sub-Saharan countries. This analysis includes strategies, database and field projects, although the latter is a small component compared with strategies and database. PREDAS would like to benefit from our partners' knowledge in methodological and technical expertise; and in the field of indoor air pollution (measuring, monitoring, health impact, etc.).
