FOCI is committed to creating a citizenry empowered by truth and justice and enabled by information. Thus, it supports the alternative or independent media; provides civil society access to media and the web; provides technical assistance in jumpstarting advocacies to government, business or civil society; organizes forum and events on development communications; manages advocacy projects for funding organizations; advocates proactive communications, proactive citizenship, and proactive leadership.

Primary Initiatives, Target Populations, and Scope of Work:

Since it started operations in 2000, FOCI's projects are managed locally although its advocacy projects reach global audiences because of CyberDyaryo.com and its partnership with Newsbreak Magazine and Living Asia Channel. Target audience are largely urban, and in a limited way reaches the rural market through radio advocacy. Communication is primarily directed at policy makers and helps in policy deployment. Emphasis is on creating and installing sustainable communication systems.
