Mission

Renewable energy dissemination. We promote, through the Energy, Environmental and Educational Sectors, the harmonic development of society, providing specialized information, advising, promoting, and training human resources in areas of: technological application, administration, analysis, execution and evaluation of projects, bringing together the demand of these areas with the financial resources. Technical Development, Management, Formulation, Execution, Monitoring and Evaluation of Projects, programs and energy policies. In the interaction of communities, we promote the values of our national resources, encouraging, guiding and building the necessary tasks that strengthen teamwork: the concentration, coordination and cooperation. With the financial aid of AECI and Ingeniería sin Fronteras (Spain) and the technical assistance of GIZ, we helped communities and Municipalities with the installation of rocket stoves, efficient stoves (MALENA) and solar stoves in Bolivia as part of a tri-national project. Actually, we are in charge of the Monitoring and Evaluation System of the Bolivian program: Energising Development (EnDEV Bolivia). In the first phase of EnDev Bolivia, they reached 229.410 beneficiaries with efficient stoves and since November 2009: 146706 beneficiaries. CINER prepared the M&E Strategy and helps via outsourcing to achieve those results through the implemented M&E system for outputs, outcomes and impacts. We have worked also with ENDEV Team in Perú with their Monitoring and Evaluation System, We are in charge (since 2005) of the monitoring and evaluation of the cookstoves unit at the “Energising Development” program in Bolivia. We have the opportunity of learning a lot while we are evaluating outcomes, outputs and impacts of the clean stoves at the communities and we see and feel the difference the projects make with each clean stove installed or self made.

We also execute some direct projects in Bolivia, Peru, Ecuador and Chile; and we edit a magazine that is being distributed in 35 countries and also it is being promoted at ASK-EU webpage with the European Union. Our Experience And Interest In The Four PCIA Central Focus Areas

Social/Cultural barriers to using traditional fuels and stoves:

We address the social and cultural barriers with: Information, capacity building, planning, monitoring and evaluation of policies, programs and projects. In the interaction of communities, we promote the values of our national resources, encouraging, guiding and building the necessary tasks that strengthen teamwork: information, coordination and cooperation.


Market development for improved cooking technologies:

CINER is in charge of the monitoring and evaluation of the Energising Development Program en Bolivia; and thus we are interested in how it is going the advances in market development. We also participate in many of the cooking and bowling tests the Proof Center is developing in the laboratory and in the country side. We installed rocket stoves and solar stoves as part of one of our projects “Programa Andino de Electrificación Rural (PAER)”, with “Ingeniería sin Fronteras” and resources from Spain (AECID) helping local enterprises to meet the demand with solar and rocket stoves.


Technology standardization for cooking, heating and ventilation:

CINER is in charge of the monitoring and evaluation of the Energising Development Program en Bolivia; and thus we are interested in how it is going the advances in technology standardization.


Indoor air pollution exposure and health monitoring:

CINER's main activities are focused in Monitoring and evaluation of policies, programs, projects. We have experience since 1991 working for the German Technical Cooperation; and since 1997 for other key actors. Since 2005, We have been working for the Bolivian Campaign for 100,000 households with efficient stoves held by GTZ, different actors and the Bolivian Government; we were facilitators and part of the organization of the Campaign that year by a sub-contract with "PROAGRO Energía" – a project with GTZ (Germany) and DGIS (Holland). We helped ENDEV Peru with their workshops and monitoring system.

Our Contribution to the Partnership

We can publish news of PCIA in the "Energía y desarrollo" - E&D Magazine.
Since June 2009, we are participating and helping in different processes to the Coordinators of the Peruvian campaign for the “Campaña medio millón de cocinas mejoradas por un Perú sin Humo” (Half million improved stoves for a Peru without smoke). We contribute at the first dialogue platform meeting in Lima as part of the Campaign, as you can see at: http://www.cocinasmejoradasperu.org.pe/ARO2009.html (pictures 8 and 9); and we hope to be present at the 5th Partnership for Clean Indoor Air Forum in Peru to disseminate the news with our platform, and to help with our facilitators in the first day of the Forum.
